Replacing a window balance is the right call when the glass is still clear, the frame is structurally sound, and the weatherstripping still makes a decent seal. There are situations where balance repair alone won't solve the problem. If the frame is rotted from water intrusion, if the sealed glass unit has fogged because the seal broke, or if the window needs a full upgrade for other reasons, a full replacement may make more sense.
